Building an Internal AI Department: The 90-Day Enterprise Playbook

The enterprise playbook for standing up an AI function — talent, governance, tools, and quick wins — in 90 days, not 18 months.

Enterprises are tired of AI consultancies that leave behind PowerPoint decks. What they need is an internal AI capability — a team that understands the business, owns the roadmap, and ships solutions without calling a vendor for every change.

This is the playbook.

The 90-Day Sprint Structure

Days 1-30: Foundation

  • Define the charter and success metrics
  • Hire or designate the core team

Days 31-60: Build

This timeline assumes you have executive sponsorship and 10-20 hours per week of stakeholder availability. If you do not have both, add 30 days.

The Team Structure

You do not need a data science PhD to start. We have seen effective AI departments launched with three roles:

AI Product Owner

  • Owns the roadmap and prioritization
  • Interfaces with business stakeholders
  • Defines success metrics and ROI measurement
  • Background: product management, business analysis, or operations

AI Integration Specialist

  • Handles technical implementation
  • Manages Azure OpenAI, Copilot Studio, or Power Platform
  • Builds integrations with existing systems
  • Background: software engineering, cloud architecture, or IT

Prompt Engineer / AI Analyst

  • Designs and optimizes AI prompts and workflows
  • Tests outputs for quality and accuracy
  • Documents best practices and standards
  • Background: technical writing, QA, or junior engineering

Total headcount: 2.5 FTEs to start. The product owner and integration specialist can be full-time. The prompt engineer role can be part-time or combined with another function initially.

We suggest hiring for attitude and aptitude over specific AI experience. The tools change monthly. The ability to learn and experiment matters more than credentials.

The Technical Stack

For enterprise Microsoft environments, we suggest this foundation:

Core Platform: Microsoft Power Platform

  • Power Apps for custom applications
  • Copilot Studio for conversational AI
  • Power Automate for workflow automation
  • Azure OpenAI for advanced language models

Development Environment:

  • Azure DevOps or GitHub for version control
  • Azure Key Vault for secrets management
  • Azure Monitor for logging and observability

Governance Tools:

  • Microsoft Purview for data governance
  • Azure Policy for compliance automation
  • Internal wiki (SharePoint or Notion) for documentation

This stack keeps everything on your Azure tenant, under your security policies, with full audit trails. No shadow IT. No vendor-hosted black boxes.

The Governance Framework

Before you build, establish three policies:

1. Data Classification and Handling

  • What data can AI process?
  • What requires human review?
  • Where can models be trained?

2. Use Case Approval Process

  • Who can propose AI projects?
  • What is the review criteria?
  • How are risks assessed?

3. Output Validation Standards

  • What accuracy thresholds are required?
  • How is bias monitored?
  • What is the escalation path for failures?

We suggest starting strict and relaxing over time. It is easier to loosen governance than to tighten it after an incident.

The First Three Use Cases

Do not start with the hardest problem. Start with the most predictable win.

Use Case 1 (Days 31-45): Internal Documentation Search

  • Low risk, internal users only
  • Clear success metric: time saved searching
  • Builds team confidence and technical capability

Use Case 2 (Days 46-60): Meeting Transcription and Action Items

  • Medium value, universal need
  • Proves AI can integrate with existing workflows
  • Creates visible time savings for executives

Use Case 3 (Days 61-75): Customer Email Response Drafting

  • Higher value, customer-facing
  • Requires human review (good governance practice)
  • Demonstrates ROI to skeptical stakeholders

These three use cases establish the pattern: identify pain, build fast, measure rigorously, iterate.

Common Failure Patterns

We have seen three ways this goes wrong:

Fix: Start building in week two. Plan for 30 days, not 180.

2. The perfectionist trap

  • Waiting for the "perfect" use case
  • Over-engineering the first solution
  • Never shipping because it is not ready

Fix: Ship at 80% quality. Iterate in production. Perfect is the enemy of working.

3. The vendor dependency trap

  • Outsourcing the build entirely
  • Internal team learns nothing
  • Stuck paying license fees for what you should own

Fix: Require knowledge transfer. Have your team shadow every build session. Own the infrastructure from day one.

This is not a fully mature AI organization. That takes years. But it is a functioning, self-sufficient AI capability that compounds with every new use case.
